The assimilation of Central and East European Countries (CEECs) into the Common Agricultural Policy (CAP) of the EU should be somewhat easier now than before the latest CAP reform of March 1999. EU member states have at last accepted a financial framework for the years 2000–2006 and set guidelines for the development of the CAP over the next few years. Thus, the CAP is no longer a moving target for CEECs. The likely amount of annual transfers to current members has become clear. The main instrument of the CAP — price supports — which has raised most EU prices above world prices (leading to both overproduction and highly subsidised exports), is gradually being replaced by direct payments. Rural development has become more important, and is now the second pillar of the CAP.
