Abstract
The National Cooperative Research Act of 1984, Public Law 98-462, was legislated “to promote research and development, encourage innovation, stimulate trade, and make necessary and appropriate modifications in the operation of the antitrust laws.”1 While the Act sets forth this objective, it does not place it in an historical perspective. Such a perspective is important not only to appreciate the trends in cooperative research activity presented in this paper, but also to provide a backdrop against which the National Cooperative Research Act was passed and against which it can begin to be evaluated.
