Abstract

In analyzing the costs of the universal service obligation (USO) for postal administrations, research has proceeded simultaneously along two dimensions: alternative definitions of what is universal service and alternative methods for calculating the cost of that universal service. While it is always hazardous to attempt to summarize a complex body of analysis along a few dimensions, it can provide insight into a developing body of literature.
