Abstract

In recent years, considerable attention has focused on increasing competition in the provision of postal services. The reasoning is that competitive pressures bring about increased productivity, efficient price structures, product innovation, and the elimination of economic rents. Most postal administrations, however, are not positioned to meet competition and are under constraints that limit their freedom to respond to competition.
