International Trade in Genetically Modified Agri-Food Products

Abstract

Commercialisation of the products of agricultural biotechnology promises to exacerbate the already difficult international trade situation in the agri-food system. By 2000, genetically modified (GM) agri-food products were produced in 13 countries and available in most markets through international trade. National regulatory systems of most countries attempt to manage any risks or concerns about biotechnology within their national borders, but find that they need to manage international flows to fully address their concerns. In response, a number of bilateral and multilateral efforts are underway to find mechanisms to both manage the risks and to maintain open access to international markets. So far none of the systems provide a comprehensive base for managing the concerns related to GM agri-food products. As a result, private supply chains are evolving to manage the risks and to capture the returns from this technology.
