Abstract

Over the past decade, as pressures to control health care spending have escalated, the term “cost-effective” has become increasingly commonplace in environments as diverse as the Congress, the business community, managed care organizations, and the pharmaceutical industry. Various factions use this term to serve their own purpose:

    Purchasers of health care use the term to convey a careful assessment of the relative value of different health care services

  2. 2

    Producers of health care technologies and programs use the idea to support marketing claims

  3. 3

    Advocates of special interest groups for particular illnesses and constituencies use the term to garner resource investments
