Abstract
Over the past ten years, Colorado has experienced a major economic shift. Until the early nineties, agriculture, natural resources and tourism guided our economy. Such an unpredictable and weather-dependent economy forced Colorado into a continuous cycle of boom and bust. Good years and growth were always followed closely by hard times and stagnation
