Abstract
Communities across the country are struggling with the impact of military base closures. Seemingly overnight, cities lose thousands of jobs while inheriting expenses associated with obsolete buildings and infrastructure. The closure of Denver’s 1,866-acre Lowry Air Force Base in September 1994 was an enormous economic loss to Denver and our neighboring city of Aurora. The closure brought the immediate loss of about 7,000 jobs and $295 million in annual spending
