Abstract
This case was prepared by Professor John B. Miller with the help of Research Assistant Maia A. Hansen as the basis for class discussion, and not to illustrate either effective or ineffective handling of infrastructure development related issues. Data presented in the case has been intentionally altered to simplify, focus, and to preserve individual confidentiality. The assistance of G. Robert Joseph of U.S. Filter Corp., Tom Noyes, Assistant to the Mayor, Wilmington, DE, and Mike Gagliardo, U.S. Conference of Mayors in the preparation of this case is gratefully acknowledged.
“We are breaking new ground. We don’t have anywhere else to turn to structure a contract for what we want to do.” — Tom Noyes, Executive Assistant to the Mayor of Wilmington, September 1996 Engineering News Record.
