Abstract
In the last decade, researchers have devoted considerable effort to the development of models capable of generating socially optimal solutions to problems of water quality management in river basins. Although the ideal formulation of such problems is to maximize net benefits from pollution abatement, because these benefits are hard to quantify, a second-best approach has been to minimize the social cost of achieving predetermined quality standards.
