Theory and Method of Multicultural Counseling Competency Assessment

Abstract

In 1973, the American Psychological Association’s (APA) Vail Conference stated that “the provision of professional services to persons of culturally diverse backgrounds by persons not competent in understanding and providing professional services to such groups shall be considered unethical” (Korman, 1973, p. 105). Almost a decade later, a framework for standards of multicultural counseling competency (MCC) was proposed by leading scholars in the field (D.W. Sue, et al., 1982). These MCC standards have since gone through several revisions and each time a call to the profession has been made to officially recognize them (Arrendondo et al., 1996; D. W. Sue, Arrendondo, & McDavis, 1992). APA eventually established a set of service provider guidelines for working with ethnic, linguistic, and culturally diverse populations (APA, 1993), but failed to incorporate these guidelines into their official ethical standards and principles (APA, 1987). Graduate training programs in psychology, initially slow to respond to the call for multicultural ism, have made a concerted effort in recent years to better train future clinicians for the provision of culturally competent services. Surveys of counseling, clinical, community, and school psychology programs have found an increase in the number of multicultural coursework offerings, a greater recruitment and retention of minority students and faculty, and an increase in multicultural and cross-cultural research (Constantine, Ladany, Inman, & Ponterotto, 1996; Hills & Strozier, 1992; S. M. Quintana & Bernai, 1995; Suarez-Bal cazar, Durlak, & Smith, 1994).
