Abstract
The chapter is inspired by the comments of a cabinet minister responsible for postal services on one of the larger Caribbean islands. He told me that he rarely got pressure from businesses and the public to improve the quality and efficiency of postal services on the island. There was always a demand to improve water, road, power and telecom services but there was no political pressure on him, and the government in which he served, to improve postal services. This chapter seeks to understand this phenomenon in the context of the causes of poor postal services performance in developing countries.
Dr Walsh was head of international affairs at the Royal Mail Group between 1997 and 2001 and a member of the Universal Postal Union’s Postal Development Action Group. This chapter draws on his experiences in Africa, Asia and Latin America during this period, including discussions with developing country government ministers, officials and postmasters-general, together with staff at the World Bank.
