Abstract

Over the years, critics have charged the United States Postal Service (USPS) with various shortcomings. Labor issues, in particular workplace relations and productivity, stand out as more frequently discussed areas of concern. Proposed approaches to reform run the gamut from maintaining the status quo to privatization. This paper explores the potential application of an employee stock ownership plan (ESOP) to provide USPS with an effective strategy to address both employee relations and the challenging current financial situation.
