Abstract
Louisiana’s story may be the most dramatic of all our lead states. The total system overhaul and reform, although long overdue, became much more urgent under pressure from a lawsuit against the state brought by the Federal Department of Justice. DOJ’s investigation of the state’s juvenile detention facilities revealed a severe lack of appropriate medical and mental health services. It was similar to the crisis regarding “conditions of care” in Connecticut but with the added pressure of a federal lawsuit.
