Abstract
The Affordable Care Act is rightly judged to represent “comprehensive” health reform and is the first law in US history that attempts such broad reform. However, there is no broadly agreed upon definition of “comprehensive” health reform. I propose four components, all represented in the ACA (1) coverage and access; (2) delivery system reform; (3) prevention, wellness, and public health; and (4) health in all policies. These four essential categories of reform also point the way toward the next stages of health reform beyond the ACA.
