Abstract

In reality, the bureaucratic method is as old as history. Moses, the Lawgiver, implemented a bureaucracy at the suggestion of his father-in-law (The Bible, Old Testament Bureaucracy, Genesis 47:23.). Moses was swamped by judgment requests and had to establish a rigid organization to handle the workload. Knowledge was passed down the chain of command in the form of precepts that could be applied to all situations. Because the environment was unchanging, the system worked efficiently and correct behavior was dictated and guaranteed.
