Abstract

In a speech delivered shortly after Apollo 9 landed, Mueller said that NASA must preserve its scientific and technological base and the management capability that the space program had created. However, the real challenge beyond Apollo would be the next generation of low cost spaceflight systems. As a result of the Vietnam War and domestic unrest, the nation stood at a crossroads. Without adequate funding, much of the investment in human spaceflight would disappear.
