Abstract

In the abstract, everyone wants lower taxes. And while many people say they want lower government spending, the preferences they give about specific programs do not seem to back up this assertion. If the public holds inconsistent views about their preferred level of taxation and spending, how can we ever develop a sustainable budget? Are the problems an irrational public? Or the way in which the questions and choices are framed?
