Abstract
United States policy acknowledges, but does not support, caregiving for individuals with disabilities. That is the conclusion I reached after researching the legal status of caregiving with people having disabilities. Our nation’s policy is a patchwork quilt of laws that were drafted during very different periods of time, intended primarily to provide benefits for individuals with disabilities themselves. Caregivers generally were an afterthought. As a result, the federal government collects little information about caregivers, provides very little financial support for caregivers, imposes unnecessary barriers to caregivers, and needlessly complicates the work of caregivers.
