Abstract

Benchmarking is defined as the process of finding, adapting and implementing outstanding practices. It includes the search for outstanding practices that lead to superior performance. It is a process of comparing agencies’ operations and performance against recognized standards and improving those operations to simulate or match the effectiveness of the standard-bearers, Bemowski (1991), Burke (2005), Camp (1989) and Delayne (2005). Also, benchmark, as a noun, refers to the numerical target or reference point for future performance resulting from such comparisons and improvements.
