How to Fight Unemployment? A Review of the Strategy Discussion in “Der Deutsche Volkswirt”, 1930–1932

Abstract

In this study, the different positions are discussed of how to fight unemployment at the time of Heinrich Brüning as Reichskanzler of Germany that means the years from 1930 till 1932. Central are the contributions in “Der deutsche Volkswirt” which was edited by Gustav Stolper, a well-known journalist, economist and ­politician. In their articles, Stolper and his co-editor Carl Landauer contributed very much to the public discussion of economic policy. Famous authors such as Friedrich August von Hayek, Oskar Morgenstern, Wilhelm Röpke, Alexander Rüstow and Joseph Schumpeter published in “Der Deutsche Volkswirt” – one of the leading and probably the most influential economic and business weekly at that time. It can be regarded as an excellent source to portray the economic policy of the Brüning era. The direction of the weekly was a liberal one, backing the policy of Brüning critically – it “warmly supported, and probably rather influenced” the laissez-faire view of the Brüning government, some authors say (Garvy 1975, p. 398; Klausinger 1998, p. 187; 2001, p. 242; Röpke 1933, p. 429). This paper includes some modern theses and insights and by putting them into a new context it tries to clarify some issues.
