Abstract
Ionizing radiation, as it passes through matter, excites and ionizes the molecules surrounding its trajectory. The secondary electrons which are extracted from the molecules during ionization progressively transfer their kinetic energy to the medium until they become thermic. A thermic electron will be at a distance r t from the ion from which it has been issued (parent ion). Several cases may be cited [1]:

If the distance r t is less than a certain critical distance r c to which the Coulomb attraction is exerted by the parent ion (that is, r t <r c ), then the electron will be drawn toward the parent ion, which it will neutralize and form into a highly excited molecule. Such highly excited molecules formed by neutralization eventually become inactive, whether it be by decomposition, internal conversion, collision, or a combination of two or more of these factors. The return to the parent ion is very rapid. The time which elapses between the process of ionization and the process of neutralization can be estimated at less than 10-10 sec. If the neutralization is followed by an emission of light, this emission will occur 10-7-10-8 sec after ionization if the emission takes place beginning with a singlet state and 10-3 sec to several minutes if it is from a triplet state.

If r t >r c , the electron breaks free and may recombine not necessarily with its parent ion, but with any of the ions present in the medium. Under normal conditions, the time between ionization and neutralization may be estimated at 10-2-10-3 sec.
