Abstract

Not too much time goes by before we again come across a report in a newspaper or on the radio about somebody vandalizing or misusing a computer system. In fact, the United States Department of Commerce estimates that only 1 out of 100 instances of computer crime is ever discovered. This statistic must be considered with some suspicion. After all, if the crime was never discovered, how do you know it exists?
