The Creation of a System of Personnel Management Forecasting: Technology or Sociology?
The system of management forecasting described here contains four sub-systems linking the everyday management of individuals to the personnel policy, medium and long-term forecasts, testing different policies and drawing up a plan of action, medium and short-term forecasts relating to individuals and linked to the plan of action with elaboration of the yearly management programmes, current management of individuals, and evaluation.
The system was brought into effect by associating in it the General Management, the Personnel Management, the other managers and executives, thus making it possible to achieve the desired result. However, there are still some reactions among the managers which impede the smooth functioning of certains measures.
