Abstract
The concentration on problems of urban poverty and employment originally intended in this Group should be seen against the concentration of Group B on rural poverty. However, it is proper to state at the outset that we all had difficulties in envisaging a separate urban sector or urban economy. Although it was recognized that cities may have their own special problems, it was felt that the analysis of such problems needs to be placed in a wider national and international context, and that policy formulation should make allowances for wider inter-relationships.
