Abstract
People in urban areas with very low incomes constitute a large share of the labour force in most Latin American countries. Available information shows that around one-third of the urban labour force is under-employed because they earn inadequate incomes,1 while the proportion of people receiving less than the minimum legal wage varies from 21.3 per cent in Argentina to 50 percent in Dominican Republic and Ecuador.
