A brief outline of the properties and capabilities of the EISCAT incoherent scatter radar systems is presented. Two types of observing programs will be conducted, common programs and special programs. The three common programs which have been defined are described. Some of the many special observing programs which have been proposed are also outlined. The scientific investigations which will be made with the data are summarized. The current status with a partly operating UHF system and a noncompleted VHF system is then discussed and a schedule given for full operation of the two radars.
