Positive and Normative Aspects of Modelling Large-Scale Social Systems

My fundamental interest in planning and policy-making is well-known. This interest stems, in the first instance, from a career in city planning, transportation planning and regional science, but I have a strong and longer-standing concern with the economic, social, and political development of disadvantaged populations, especially in the Third World. In this paper, I shall argue that these interests in policy-making and planning extend by their very nature to an interest in design, and I shall try to disentangle some of the issues which surround questions of modelling, optimization and decision-making as a complex of activities which unite theory and practice in the field of social policy.
