Abstract

Although the term “systems analysis” is of fairly recent vintage, the ideas it embodies are not new. Essentially, systems analysis is a technique for focusing attention on the particular element of the world one is interested in, and bringing to bear certain logical constructs to model its behaviour. The objective of this exercise is to understand cause and effect, and thus to be able to predict how the system will interact with its environment, and how its various component parts will behave in different situations. A model which enables prediction can also be used for manipulation, and thus can be a very powerful tool politically. This paper is concerned with the latter issue: the relationship between systems analysis and politics, in the urban context.
