Abstract
Two years ago with Philippe Doat (Doat and Laurini, 1979; Doat, 1978), INSA conducted a survey on the working methods of local planning offices for city-size strategic plan-making, in order to examine the following points:

To estimate the divergence between official recommendations and actual practices.

To assess how well the systems approach is understood and used.
