A Conceptual Framework for Large-Scale Intervention

Abstract

The United States occupies the unenviable position in the world today of being the preeminent energy glutton. We are using up the world’s fossil fuel reserves at a rate which is out of proportion with our population, our economy, and our own natural resources. Most experienced observers suggest that the countries currently supplying petroleum to our economy will, in the next ten years, cut back significantly on their exports and increase the use of petroleum resources in their own countries. Predicted shortages and interruptions in the supply of petroleum will probably have at least the following negative consequences: (a) a general increase in energy fuel prices; (b) a squeeze on family budgets, with families sacrificing “nonessential” budget items like educational materials, recreation, preventive medical care, and cultural activities; (c) extra tensions of economic pressures affecting poor interpersonal relationships within the family (e.g., marital discord, child abuse), and increased individual suffering of those who are poor and older; (d) a reappearance of the relative isolation of the rural population; (e) a general shrinkage of the available living space per person in the cold months; and (f) reduced comfort for everyone during hot and cold weather.
