Abstract

The primary mission of police departments as seen by both the public and police professionals is the management of crime. How to achieve crime prevention, however, is not agreed upon in professional police circles (Larson, 1972). Indeed, the absence of a validated crime prevention technology for police has been documented in numerous articles (e.g., Dixon, 1978; Pate, Bowers, & Park, 1976).
