Abstract

Two major characteristics of disaster complicate man’s ability to respond to them effectively. First, they happen with little or no warning, and second, disasters are unique in time and place. Therefore, to best address a planning model that provides a timely and efficient approach to response, it is necessary to review the experiences of previous actual incidences, extract the common elements, and evaluate the response performance. Using this process, the following model was developed.
