Abstract
The efficiency of VBR video multiplexing in ATM network is largely dependent upon the rate control algorithm used by the coder since it has detrimental effects on both visual quality and traffic characteristics. In order to build an effective rate control, we establish a relationship between the quantization parameter and the GoP bit rate. We propose to use it to maintain the VBR MPEG output conformity to ATM traffic contract.
