Abstract

Mr. Jhirad: What plans, if any, are being made to address the long-term necessity for significantly reducing greenhouse gas emissions from 1990 levels? To stabilize concentrations of greenhouse gas emissions by the middle of the next century would require significant reductions beyond the goal for 2000. This gets into the whole realm of R&D policy for the long term, but it also gets into the short term. There are many areas: regulations, standards, taxes, physical incentives, voluntary measures and market measures. There are a whole host of these policy instruments, both regulatory and market-based, and some combinations.
