Abstract
The funding alternatives available for an employee health care plan range from conventional insurance with the carrier or service plan bearing the risk, holding full reserves, and administering the claims, to an entirely uninsured or self-insured plan, where the employer or union assumes all these functions. Between the two poles lies a wide spectrum of possibilities and hybrids, most developed within the past fifteen years.
