Abstract

Mr. P. was confused. Mr. P had had Blue Cross Blue Shield health insurance since his employment began seven years ago, and in fact, this coverage was one of the reasons he had accepted his position with the company. A week ago, he received a letter from his employer stating that he must go to room 222 at 1:00 p.m. on October 13 to “hear a presentation on issues important to health care of himself and his family.” After talking to fellow workers he found that only certain persons had received the letter and most were told to go to different rooms at different days and times. At home he discussed the letter with his wife but neither could divine the purpose of the meeting.

A special note of thanks is given to John Lanigan, expert appointment, Division of Health Maintenance Organizations, whose work contributed to developing the marketing concepts that are needed to overcome barriers to HMO development.
