Abstract
When ALGOL 68 was produced by WG2.1 of IFIP, in December 1968, a minority of members of that group opposed its publication, feeling that programmers needed tools other than bigger and better programming languages. The NATO Conference on Software Engineering at Garmisch in October 1968 had generated international awareness of the problems of construction and control of reliable programs, and the parent committee TC2 of IFIP approved the formation of a new working Group to cover this subject. I agreed to chair it, and the organizing meeting in Oslo, 20–22 July 1969, was attended by O.-J. Dahl, E. W. Dijkstra, M. D. McIlroy, B. Randell, G. Seegmueller, W. M. Turski, M. Woodger and M. Paul (Chairman WG2.1). D. T. Ross was also a founder member. The title Programming Methodology is due to Randell.
