Abstract
We are now ready to capitalize on the laborious analyses of earlier chapters. We begin by determining the sizes of the biases and standard deviations of the GRS fund allocations to state areas (§6.2) and various substate jurisdictions in New Jersey (§6.3). These estimates derive from the formulas developed in chapters 4 and 5 upon substitution of the estimates developed in chapter 3 for the biases and variances of the data elements.
