Abstract
The Legislation (Public Law 92–512) precisely specifies the procedure to compute GRS allocations to states. Although the specification relies on words rather than algebraic formulas it is unambiguous. Considerable debate and discussion preceded the adoption of the procedure, which reflects a compromise between the allocation formulas initially proposed by the House and by the Senate.
