Abstract
As someone who forms policy, I have been asked to share with you some of my observations on the multiple forces impacting upon and influencing the decisions of a policymaker. Today I will review some overall forces and then illustrate the decision-making process by describing a specific case, namely the enactment and implementation of abortion legislation in Illinois.
