Jeffersonian Democracy and the Fisheries Revisited

Abstract

Thomas Jefferson believed that the new nation should be divided in such a way that every man should have a say in the common government (Dewey, 1940). However, as Schlesinger (1971) has pointed out, local government has become the government of the locally powerful, not the locally powerless, and to retain their rights, people have resorted, rightly or wrongly, to the national government. There has been tugging in one direction or the other as Republicans have succeeded Democrats, and vice versa. However, Jefferson expected citizens to be more reasonable than they are likely to be (Molone, 1981)
