Abstract

Economic justification is one of the great difficulties I have found in marketing advice as environmental management consultants. Front-end costs (costs incurred at the beginning of a project prior to any profit generation) have to be carefully controlled, especially by corporations, and to a lesser extent by governments, because of interest charges on such borrowed monies. If rates are high or uncertain, interest charges accumulate for many years before profit offsets losses. Since development companies cannot avoid some planning, all engineering costs, landscape architectural fees, and environmental management fees may be viewed as “frills” by the comptroller, the board of directors, or the city planning director.
