Abstract

Like the terms “command and control,” I discovered that the phrase “coalition building” sparked a certain degree of emotion. I asked the 12 directors if they ever tried to build coalitions within the community. Most replied obliquely. When I probed further, I discovered that I was on sensitive ground.
