A strong case can be made for an independent local emergency management agency (Drabek, 1988a). When nested within another emergency services department, such as fire or law enforcement, the function may loose identity. Furthermore, interagency conflicts may carry over. Emergency management personnel nested within a fire department, for example, may encounter limited cooperation from police personnel who view them as surrogates of a rival department.
