Summary and Conclusions
The preparation of this monograph was occasioned by comment in the press that the Uniform Crime Reports Index and the National Crime Survey presented conflicting information on trends in crime during the 1970s. The impressions, drawn from published aggregate rates, were that the UCR was suggesting sharp increases in crime while the NCS was showing decreases or no appreciable change. A similar situation reoccurred in the mid-1980s.
