Abstract
This chapter analyzes the reasons for acquiring a tool to support tasks in information systems development (ISD), and discusses tool selection criteria, how tools are measured according to ISD contingencies, and how the tool selection process could be improved. Research results are presented from ISD projects in Finland (Savolainen, 1991a–c Savolainen, 1991c, Savolainen, 1993). To build a solid basis for successful decisions, the decision maker should evaluate each decision criterion and its emphasis. For improving the tool selection process we suggest using an interactive computerized decision aid developed in the ESPRIT project HECTOR (Hawgood, 1990, Savolainen, 1993). We describe how this tool can be used as part of the tool selection process.
