Abstract
Today’s information technology (IT) managers must contend with many difficult issues when deciding on the best approach to developing mission-critical, enterprise-wide software applications. It is more important than ever for high-performance IT organizations to develop cost-effective, quality solutions while maintaining the flexibility to compete in the dynamic, always changing world of applications development. The pressure IT managers face is considerable, since the role the IT organization plays within a company can determine the methods by which applications are developed.
