Abstract
Recently necessary conditions as well as sufficient conditions for adaptive stabilization, universal for a class of systems, were derived. However, it remained open if these conditions are both necessary and sufficient. In this paper we show that, under the technical assumption of scaling invariance, the knowledge of the order of a stabilizing compensator is necessary and sufficient for adaptive stabilization.
