Abstract
Experience from projects sponsored by the United States Center for Substance Abuse Prevention (CSAP) indicates that culture can play a critical role in developing programs that prevent the perinatal abuse of alcohol and other drugs (AOD), including tobacco. The first priority in prevention and treatment is reaching the targeted population¡ªgetting their attention and gaining their trust. This first priority seems obvious enough, but in the current debate over cultural competence, the obvious is easily obscured by both the magnitude of the problem and the fear of losing professional status. Well-intentioned programs abound that complain the familiar refrain, “We tried to help them but they didn’t want the help or they wouldn’t come.” Early lessons learned from CSAPfunded projects indicate that some gaps in program design and effectiveness can be bridged by cultural competence.
